Yes. This item comes with two straps on the back. You can slide the car’s seat belt through to keep it in place.

Are the straps adjustable? My dog might not need to sit so high up as shown in the pictures.

Straps are adjustable so that the height of the dog car seat is adjustable as well. Dog car seat can be raised high enough that dogs can see outside of window or just lay on the car seat.

Will 12 pound Morkie (Maltese& Yorkie) fit this?

Yes your Morkie should def fit! I have a 6 pound Yorkie and he fits with alot of room. Just be sure to adjust the straps tightly around your car seat as the basket will hang low if you don’t tighten the strap. Hope this helps!
